ICANN, Internet Corporation for Assigned Names and Numbers is the accredting agency for registrars.
They keep up to date lists of all accredited registrars and a list of the Top Level Domains, TLDs, they are accredited to sell.
Any time there is a problem with a registrar, ICANN is the organization that should be reached. They regulate the rules associated with the registration for all domain names.
